Position Summary
The Highwall Revitalize Crew Chief is responsible for leading and developing WRAPS Trainees and Crew Members through a structured combination of hands-on work experience, professional skills training, and individualized mentorship. This role provides daily supervision, coaching, and support to help WRAPS Trainees and Crew Members build strong work habits, develop technical and professional skills, and overcome barriers to long-term employment success. Working closely with organizational leadership, workforce development staff, and other teams, the Crew Chief coordinates training, personal development, and project assignments to ensure a productive and supportive learning environment. In addition to mentoring responsibilities, the position actively supports construction project execution through onsite leadership, crew supervision, scheduling, administrative coordination, and hands-on participation in construction activities. The Supervisor ensures work plans are effectively implemented while fostering employee growth, accountability, and career readiness.
As a Crew Chief at Coalfield Development a typical day might include the following:
● Conduct Toolbox Talks with Trainees, Crew Members and other crew personnel to cover safety topic debrief, prepare for the day’s activities, set the day’s goals and tools/supplies needed.
● Prepare and conduct the on-site work and training.
● Meet with Trainees and Crew Members individually to coach through progress and opportunities, and/or provide structured corrective action.
● Arrange transportation and logistics to move crew to various worksites or training locations.
● Answer questions from community members about Coalfield Development and the work being done.
● Communicate with vendors or partners regarding work plan needs.
Essential Functions
● Responsible for construction staff, crew members, and trainees on projects. ● Ensure the work plan and/or enterprise goals are being met in terms of schedules, outcomes, and budgets.
● Ability to independently lead and supervise construction crew and active construction projects.
● Proficient in reading blueprints and construction documents.
● Understanding and experience in rough and finish carpentry and finishes work – including drywall, casework, trim, and painting.
● Able to use a wide range of electrical and manual equipment and measurement tools.
● Work from ladders and scaffolding on walls, ceilings, and roofs.
● Carry out rough carpentry work, including framing walls, floors, and ceilings. ● Carry out finish carpentry work, including cabinetry, finishes, and trim. ● Carry out finishing work, including drywall and painting.
● Conduct periodic quality checks on equipment and systems to ensure safety and compliant standards.
● Maintain inventory records for tools, equipment, and supplies.
● Serve as a point of contact for working with external contractors safely, with the minimum interference/inconvenience for building tenants and employees located onsite.
● Ensure the work plan and/or enterprise goals are met in terms of schedules, outcomes, and budgets.
● Teach the skills of the job and facilitate the achievement of learning outcomes. ● Within the values, principles, and professional & personal development themes of Coalfield, work with and mentor Trainees and Crew Members in a way that allows them to unlock their potential, power and purpose over 36/hours each week of on the-job training, professional certificate training, and development of professional competencies. Allowing up to 4 hours per week of individualized personal development work tailored to help Trainees overcome specific, identified barriers to long-term employment success.
● Ensure Trainees and Crew Members receive an additional 3 hours/week pursuing personal development in collaboration with the Workforce Team.
● Coordinate schedules to accommodate a maximum of 6 hours of course work per/week for Crew Members to pursue higher education and/or certification attainment.
● Hold Trainees and Crew Members accountable for meeting expectations including attendance; uphold and administer policies and procedures; respond to
organizational data collection efforts.
● Coordinate with Revitalize leadership, the Workforce Team, and Human Resources to identify and schedule specific trainings; administer pre- and post- training surveys; update employee training records; conduct all evaluations, and weekly scorecards.
● Coordinate with the Workforce Team to ensure each Trainee and Crew Member has milestones set at any given time towards overcoming a barrier to long-term employment success, and a plan to achieve the goals.

● Work in elevated locations – including scaffolding.
● Understanding and experience in rough and fine carpentry – including cabinets, caulking, casework, trim work, and flooring.
● Carry out finishing work, including drywall and painting.
● Able to paint and trim, with high quality, and prompt results – interior and exterior. ● Equipment Maintenance – Performing routine tool/equipment/supplies inventory and maintenance on equipment and determining when and what kind of maintenance is needed. ● Equipment Selection – Determining the kind of tools and equipment needed to do a job. ● Troubleshooting – Determining causes of operating errors and deciding what to do about it. ● Management of Financial Resources – Determining how money will be spent to get the work done, and accounting for these expenditures.
● Management of Material Resources – Obtaining and seeing to the appropriate use of equipment, facilities, and materials needed to do certain work.
Supervisory responsibilities
● This position reports to the Revitalize Operations Manager. The Highwall Crew Chief will independently lead all construction activities of a crew compromised of any mix of WRAPS Trainees, Crew Members, and potentially an Assistant Crew Chief.
Work Location and Hours of Work
● Highwall located in Delbarton, WV
● Occasional work at other sites.
● Hours based on individual job sites, usually either 7 A.M. or 8 A.M. to 3:30 – 4:00 P.M. or 4:00 P.M. – 4:30 P.M. May need to work hours outside of this range.
● Crew Chiefs are eligible to accrue and utilize “Flex Time”.

Travel and Transportation Requirements
Candidates must provide reliable transportation to their primary work location and other locations as required. Travel expenses (excluding commutes) may be reimbursed per Coalfield’s policies and procedures. Coalfield has a limited fleet of vehicles and frequently carpools to minimize travel burdens on employees. A valid driver’s license and annual completion of our drivers safety course is required in order to drive a Coalfield vehicle.
Required Experience and Education
● High School Diploma or GED
● Three plus years of experience in a job or jobs that require high levels of interaction, facilitation, coordination, management, evaluation, and general construction and/or associated trades, with supervisory responsibilities.
Preferred Experience and Education
● Associate degree
● Professional certifications related to construction/carpentry.
