The position will manage a team central to the work of Coalfield Development as a practitioner in Workforce, Community, and Economic Development in Appalachia. The Human Resources Manager will be a compassionate, creative, curious, critical thinking problem solver who thrives with collaborating, supporting and holding accountable the Human Resources team members in a fast-paced environment. This position will oversee and calibrate the human resource elements such as payroll and benefits, safety, professional growth, intentionally embracing DEI in all practices and recruitment, and all other general human resource functions with a lean toward figuring out best practices for Appalachian businesses and organizations that embrace a triple bottom line: people, planet and profit.

Essential Functions

  • Regular attendance is an essential function for all employees. We depend on our employees to show up, begin work and end work at the time their schedule indicates and whenever scheduled to work, aside from extenuating circumstances.
  • Legally and safely drive a vehicle to Coalfield work sites.
  • Oversees the daily workflow of the team.
  • Provides constructive and timely performance management reviews and check-ins.
  • Handles discipline and termination of team employees in accordance with company policy.
  • Partners with the leadership team to understand and execute the organization’s human resource and talent strategy.
  • Provides support and guidance to HR team, management, and other staff when complex, specialized, and sensitive questions and issues arise.
  • Administer and execute routine tasks.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Researches, analyzes data and prepares quarterly reports on HR trends, new HR project suggestions and current program goals and progress.
  • Provides technical support, troubleshooting, and guidance to HRIS users.
  • Collaborates with executive leadership and HR staff to identify HRIS system improvements and enhancements; recommends and implements solutions.
  • Serves as lead representative and liaison between HR, information services, external vendors, and other stakeholders for HRIS design and implementation projects.
  • Monitors and analyzes team performance, identifying and facilitating opportunities to increase productivity and efficiency.
  • Manages daily aspects of the department and its staff to ensure projects are completed and goals and customer needs are met.
  • Collaborates to identify the strengths and weaknesses of the HR and other teams.
  • Collects and analyzes various data sources to identify opportunities for improvement and makes recommendations for improvements, which may include new practices, forms, reports, data collection, and/or staffing changes based on assessments of current practices; communicates these recommendations to executives or other appropriate senior staff.
  • Collaborates with employees to facilitate successful implementation of new systems and procedures.
  • Promotes, tracks, and measures compliance with program changes. Reviews results of program changes for efficacy; makes or recommends further adaptations as needed for continual improvement.
  • Manages conflicts and resolves complaints about or within the department.
  • Manages inventory of supplies, approving or facilitating purchases as needed; negotiates related pricing contracts and verifies costs and receipts.

Work Location and Hours of Work

  • Office in Black Diamond Building 2923 Park Avenue Huntington, WV 25704
  • Coalfield Development operates on a Monday through Friday from 8:00 AM to 5:00 PM schedule.
  • Given the nature of this role – attendance at events may require work after normal hours.
  • Coalfield allows exempt employees to request & use flextime.

Environment Conditions, Physical Activity, Physical Demands

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to access, navigate and observe all teams and sites within the company.


Candidates must provide reliable transportation to their primary work location and other locations as required. Travel expenses (excluding commutes) may be reimbursed per Coalfield’s policies and procedures. Coalfield has a limited fleet of vehicles and frequently carpools to minimize travel burdens on employees. A valid driver’s license and annual completion of our drivers safety course is required in order to drive a Coalfield vehicle.

Required Experience and Education

  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • A minimum of three years of human resource experience.
  • A minimum of five years of supervisory experience
  • Knowledge of the philosophy, mission, leadership, and planning needs of the organization.

Preferred Experience and Education

  • Master’s Degree in Human Resources, Business Administration, or related field.
  • Five years of human resources management.
  • SHRM-CP or SHRM-SCP highly desired.
