The position will manage a team central to the work of Coalfield Development as a practitioner in Workforce, Community, and Economic Development in Appalachia. The Human Development Program Manager will be a compassionate, creative, curious, critical thinking problem solver who thrives with collaborating, supporting and holding accountable the Human Development Program team members in a fast-paced environment. This position will oversee and calibrate the workforce development programmatic elements that facilitate overcoming barrieries to employment, personal, professional and educational development, transition to employment or further education, supporting alumni, and monitoring and evaluating program data.

Essential Functions

  • Regular attendance is an essential function for all employees. We depend on our employees to show up, begin work and end work at the time their schedule indicates and whenever scheduled to work, aside from extenuating circumstances.
  • Legally and safely drive a vehicle to Coalfield work sites.
  • Oversees the daily workflow of the team.
  • Provides constructive and timely performance management reviews and check-ins.
  • Handles discipline and termination of team employees in accordance with company policy.
  • Coordinates the operation of the team to confirm that assigned programmatic outputs are completed according to specifications, budgets, and timelines.
  • Takes proactive steps to minimize delays in service delivery.
  • Regularly communicates with internal and external stakeholders to arrange meetings, confirm programmatic schedules, and discuss any program problems.
  • Ensures that internal stakeholders are regularly informed of and trained on and implementing the Coalfield Human Development Program.
  • Regularly communicates with management regarding the Human Development Program status, discoveries, successes, problems or potential problems.
  • Maintains excellence of educational, training, and growth opportunities by observing, mentoring, and collaborating with team and external partners.
  • Administer and execute routine tasks.
  • Assesses current practices and documents, records, and reports on findings.
  • Collects and analyzes various data sources to identify opportunities for improvement and makes recommendations for improvements, which may include new practices, forms, reports, data collection, and/or staffing changes based on assessments of current practices; communicates these recommendations to executives or other appropriate senior staff.
  • Collaborates with employees to facilitate successful implementation of new systems and procedures.
  • Promotes, tracks, and measures compliance with program changes. Reviews results of program changes for efficacy; makes or recommends further adaptations as needed for continual improvement.
  • Monitors and analyzes team performance, identifying and facilitating opportunities to increase productivity and efficiency.
  • Manages daily aspects of the team and its members to ensure projects are completed and goals and stakeholder needs are met.
  • Collaborates with other managers to plan, direct, and coordinate programs and projects.
  • Manages conflicts and resolves complaints about or within the team.
  • Manages inventory of supplies, approving or facilitating purchases as needed; negotiates related pricing contracts and verifies costs and receipts.

Work Location and Hours of Work

  • Office in Black Diamond Building 2923 Park Avenue Huntington, WV 25704
  • Coalfield Development operates on a Monday through Friday from 8:00 AM to 5:00 PM schedule.
  • Given the nature of this role – attendance at events may require work after normal hours.
  • Coalfield allows exempt employees to request & use flextime.

Environment Conditions, Physical Activity, Physical Demands

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to access, navigate and observe all teams and sites within the company.


Candidates must provide reliable transportation to their primary work location and other locations as required. Travel expenses (excluding commutes) may be reimbursed per Coalfield’s policies and procedures. Coalfield has a limited fleet of vehicles and frequently carpools to minimize travel burdens on employees. A valid driver’s license and annual completion of our drivers safety course is required in order to drive a Coalfield vehicle.

Required Experience and Education

  • Bachelor’s Degree in a social services, education, business or related field required.
  • A minimum of three years of direct service work with people or programs.
  • A minimum of five years of supervisory experience.
  • Knowledge of the philosophy, mission, leadership, and planning needs of the organization.

Preferred Experience and Education
